GE GHWN4250D1WW Washer Will Not Run

My friend has a GE GHWN4250D1WW Washer, that will not run.
It fills with water, then won't start washing or spinning. The pump works.
He had thought it to be the lid switch and cut the wires & tied them together to bypass the switch.
The motor is just not running. I do see a flashing red light on the motor.

Please advise.
