If agitator has any load on it...IE clothes to push around...it just stalls.
If you are only moving water, it works fine.
Cycles and spins fine.
Not sure if it is related, but there is a slight noise in 2nd video.
Take a look and see what you think.
I use this machine at an animal-rescue and need to get her going ASAP or call a repairman if it is a difficult job.

via 2016 Speed Queen Washer AWN432SP113TW04 won't agitate if there is any load on agitator. Can grab agitator and stop it.
